I doesn't make sense that a partition would continue where it left off if the host had been restarted. Restarting the host resets all partitions. You can check the CosC log (startup details log) for a record of the CA clients that have logged in since the host started. Also, if indeed there is still a problem, trying to get clients to logout properly would help prevent this.
