CopyFile FLAG 64

Trying to use copyfile to move my .chm file from Comet Server to Comet Client.

Works okay on initial copy from either full or CA client.

On next run, FLAG 64 should kick in, to have it check if update needs to be done or not.

Works okay on a Full Client.
Does not work on a Comet Anywhere Client.
Any idea what I am missing?
