With clues from yourself, Robert, and Marc I was able to get NOVA to launch my .CHM file by using the F1 key.
I saw the records added to the #HELPLNK and #HELPLNC files.
Unfortunately this method looks to require the FULL 'dos' path to the .CHM file.
I am planning on putting the .CHM file into the path on the clients system specified by the $CATEMP alias.
As the $CATEMP path my change from Client PC to Client PC it does not appear that using NOVA is viable unless you have additional ideas or thoughts.
