Revisiting Shell Execute:
In Microsoft's explanation of Shell Execute it appears that when the ACTION argument is null Windows uses the default operation for that file type. Can anyone envision a situation in which it would be meaningful to override that choice and actually code an Action?
It seems to me that a null Action is the safest and most useful choice.
