Possible handle problem

What causes this error: "Possible handle problem" when running an MTB program on WinXP on a Win2003 Server? I thought windows would allow any number of files to be open--(ONLY 25 files opened in this program). Is the handle assignment being done at the server? Is this an indication of a server problem or the local winXP pc?
