Might be an obvious thing to check, but have you checked the owership of the folder on the new server.
In windows 2003 server goto the comet folder
properties, security, advanced, owner tab, select admnistrators or administrator, select the box Replace owner on subcontainers and objects apply, ok.
Yes to all when prompted, make sure everybody is out of comet of course.
It is possible although not certain it could be an issue related to the SID from the old server.
