CreateWindowEx and Ctrl+V paste

It is looking like the Windows keyboard shortcut Ctrl+V to paste text in to a field on an extended window does not work when the extended window is a Modal window.

Is this the expected functionality?
If so can it be changed? or is this a windows limitation.
