Forcing every write to a seq or text file to EOF

The comet syntax for EOF does not allow for the EOF command to be added to a FORMAT statement.

When you have muliple partitions writing to the same SEQ or Text file
how do you make sure no records are lost.

This format statement
0010 FORMAT (EOF);DATA$
on Qantel would force every record to appended without overwriting anything.
