Here is the solution from UE Support
Here's how to get UE to work on Vista:
(1) Right-click on the executable uedit32.exe and select properties
(2) On the compatibility tab select 'run this program as an administrator'
(3) Apply the license key
(4) You then then de-select 'run this program as an administrator' if you don't want that set anymore.
I noticed that if I run UE as Administrator and then run Comet outside of UE, Comet must be run as Administrator, otherwise I cannot compile.
