Converting from ASCII to EBCDIC

It's that time of year again and payroll can be a BI*CH. Local and Federal W-2 reporting can be handled via the internet by transferring an ASCII text file. No problem!! However, the State of Pennsylvania requires an EBCDIC file. Anyone know about a translation utility??
