The problem was terminal service licensing was installed on the server. CometServer will install if you go to add/Remove programs and install from there. I know that if you are installing programs on a terminal server that's what you had to do, but I didn't realize if the licensing server was installed it worked the same way. There is another server that will be the terminal server. Also when I've seen this fail in the past on a terminal server I would get an error saying you can't install this directly on a terminal server.
