Win2000 and better use "Docs&Settings/[Username]"; I know Vista does something similar. So, I'm puzzled -- if you can't find COSW.INI in [username], then you create it in [username], and CATEMP writes to the user's TEMP. Seems pretty straight-forward, no security problems for the user, doesn't need to run with admin rights..
To put it differently: why are you trying to keep backwards compatibility with a "system-wide" COSW.INI?
