OK, Guys, we're going to need some help with this. I spent some time trying to reproduce this by improperly shutting down clients but everything worked just fine. Is it always the same sessions that are affected? If so, what's unique about them? If not, is it a particular time of day? When the system is very busy? Did it start with any particular version of Comet or the ServerProducts? What versions of Windows are involved? After clicking "Logoff All Users" were the connection counts zero? Did you try a Core Dump on the file server (click "Help", then "Core Dump")?
