On my XP system COSW.ini is in: C:\Documents and Settings\All Users\Application Data\Signature Systems
Note that the \Application Data folder is normally a 'HIDDEN' folder.
In Search, the advanced options must be used to "Search Hidden Folders and Files"
To see the folder under Windows Explorer the Tools / Folder Options / View Menu must be used to turn on "Show Hidden Files and Folders"
Sorry I cannot help with the printer settings.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
