Look in "user" first, if not there look in "All users".

And, why is the Alias like this ...
"CATEMP=C:\DOCUME~1\GRANT~1.SSA\LOCALS~1\Temp\CAFiles\CATEMP"
Specifying a specific user when the COSW.INI is in "All users". Shouldn't they "match"?
