COSW.INI location

My Vista Business PC, now joined to my domain, has the COSW.INI file located in C:\ProgramData\Signature Systems\. The old D&S folders are gone. There is a remnant that can be found even if you expose all files and folders. But D&S can't be opened.

So, what if I wanted multiple users on this PC with their own COSW.INI. What's the plan?

And, where should CATEMP be placed?
