locked files

We are having a problem where a client machine powers off unexpectedly. Temporary files that were created by the program at the time of the shutdown become locked rendering the program useless in the partition. The program will error indicating the file is open. The lock is not limited to the offending partition since I can't erase the file anywhere.

Is there a utility that will release these locked files so they can be erased?
