Justin,
It was not "Comet" having problems.

Comet Installed Fine and Connected fine.

It was attempting a Copyfile from the Vista Comet Client, UP TO a W2K3 Comet Server.

On Vista COSW.INI was created in C:\ProgramData\Signature Systems\
And it does retain settings.
