I'd guess the first connection writes the COSW.INI somewhere that demands admin rights, and once the file is created, all is well.
I'd also guess that any changes you make (screen color, fonts, screen size..) aren't saved on subsequent launches.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
