After the 10 retries you should receive an E99. If you don't see an E99s in your QENDITOR log this really does point to a problem with something else opening the QDIRs outside of the file server. If this error is encountered during a qdir cache refresh, the E99 is not reported but you would see the error 33 in the file server log. Is anyone connecting to this server via terminal services or some other app that could allow more than one copy of the file server to be started under different users? That could perhaps explain this. As a matter of fact if someone were running an older version of the file server (before qdir cache) it would have the qdirs open all the time.
