I don't think fixed IP's are a Comet requirement. All my customers have DHCP and only the XAP, CAW host PC gets a fixed IP. That's so the firewall can direct external traffic to the right place.
Windows server based DHCP uses leasing to control IP's. Leases renew at the 1/2 life of the lease and unless the PC goes bad or offline for a week or more, it will retain it's initial IP forever.
As I recall, your customers get IP address from routers and such that don't do leasing and are constantly handing out new IP's instead of renewing them. Google shows a number of DHCP programs that can be run from a workstation instead of a server. Maybe those are worth looking at.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
