You invoke it from UltraEdit just like you do the 16-bit compiler. You can install the CosM32 tool on the UE toolbar by following these directions:

"To use the Comet32 compiler, you will need REL 7.01 or higher and an update to your UltraEdit configuration to install the compilation tool. If you are running version 10 or higher of UltraEdit, you will run IBInstallForComet32.exe. If you are running version 9, you must use IBInstallForComet32.zip and follow the instructions in the ReadMe.txt file."
