I hadn't thought about how bad a situation this is, I can't afford to be out of commission for a day waiting on a dongle. As standard operating procedure you should issue two dongles to an account but only issue a certificate for the second on demand in an emergency. If the 1st dongle is not returned then you would bill for the 2nd set of licenses. Another reason to get away from hardware keys.
