As of version 8.04 the server is a separate program from the UI. When you say you terminated the server what you actually did was just terminate the UI. Therefore when you tried to run CSecSrv.exe it will indicate that the port is in use because the server is still running.
Shutdown both UIs by clicking "Exit" from the tray icon. Then try using the Windows Services utility to stop and restart the Comet Services. Note this will only start the servers not the UIs. You can start the UIs manually. This whole process should be automatic when the computer is booted up. Check out the notes in the release announcement below.
