For text files it couldn't be simpler! Just do a CREATE of the file. You'll get E13 since the dos file exists but there's no qdir. But, Comet will create the qdir entry for you automatically in this case.
create "newfile.txt" dir="tmp" excp=E13
E13: if excp ne 13 error
