The only thing I can see from your uploaded files is that the tmp directory is not "$(CATEMP)". That means it will be shared among all users and not be cleared every time Comet starts up. The compiler could have some files in tmp that it is using.
Try changing that and see if the compile problem goes away.
Yes, Grant is correct. Brian designed the new server UIs so that multiple users could view the server status simultaneously, but Microsoft got in the way and He could not share the pipe between the server and the UI. That part of the project was left undone. So, in a terminal services situation, even though the server is really running, the UI on the remote user will get that ugly message and then be x'd out.
