From you later description the hardware sounds like a lot more hardware than you need. To save costs, I might ...
1) For my 2008 SBS server, I had a local PC company put together a generic "server". 64bit MOBO, 2-2.5 Ghz CPU's, 4GB, 2-500GB Raid 1, DVD, and 1-1TB drive for backups. All components had to be Vista compatible. FYI: Everything that's Vista compatible is also Server 2008 compatible. So when I needed a 64bit driver, it was off to Intel.com for the 64bit driver. Sometimes the drivers are labled XP/Vista/Win2008. Without O/S (I supplied O/S) the box was $1050. I did the O/S install. Win2008 is way easier to install than Win2003.
2) Comet doesn't always need a true server. Maybe a hefty workstation would do.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
