i've complained about this exact problem for a long time. i've since given up.

nowadays, i create c:\temp and give it read/write access to everyone (this is done with group policy). comet is installed, the default COSW.INI gets built and put in c:\windows. i manually set CATEMP to c:\temp. i then set COSW.INI to read-only. this makes the windows desktop experience user-specific, but comet is set is stone.

in my opinion, there is ZERO reason why a user should need admin rights to run comet.
