Had the same problem on a single user system some time ago and don't remember how it was corrected. Think was trying to use a parallel port for both dongle and the printer, but not sure. Believe it will work sometimes for a while if the files are not shared. So don't waste time trying to use that combination.

If you are using a dongle on the parallel port, be sure there is nothing else attached to it. Works OK on DOS comet but not reliable for Comet2000 and above.

Comet will only accept port "1" or "2" in the INI file, and some of the mother boards will not provide a port "2" but rather go from 1 to 3 when using an additonal PCI port in addition to the one that comes with the mother board.
