Are you running Comet on the 2008 server? If so and it's really the 64-bit version of Windows Server 2008 you need to be running Comet32. Just add a /32 to the command line for your Comet shortcut and you'll get Comet32.

If that's not it... Comet Launcher is Comet.exe. It's the program that copies the Comet files from the target folder to the user's Windows temp folder. Could be a permissions issue?
