creating TEXT files with 8.3 names...

I guess I was not specific enough on the situation I've encountered.

my objective is to do the following:

1) code the entire routine in an include file
2) pass a path as a string variable
3) pass a file name as a string variable (8.3)
4) pass the directory block as a number
5) ACCESS the path and the directory block information
6) CREATE the file in the path (which is a non-cofigured directory)

be able to port this code wherever I want it as a utility, and pass the variable information to it.

the only code I've seen always has "hard coded" names and/or configured directories
