The problem is that your "C" type server is still pointing to your "C" drive (localhost). You need to configure a type "C" file server on \\SERVER. Be careful doing this. Each type "C" file server requires a file server license. You also need to install the Comet File Server on SERVER.
You say this is a single user system but have 9 NODES defined?? If the folders on the C drives are really single-user, local folders you don't need a type "C" file server for them (and therefore no file server license). I'd try this:
Server = N01,TCP,L,127.0.0.1;
Server = N02,TCP,SERVER
[NODE]
Name = dpac1;
Server = N01,S; Security Server Only
Server = N02,C; Database Server Only
If I understand what you're trying to do, I think this will work. Also, you should use UNC names not mapped drive letters in your .ini file.
