Spooler and view

Customer running a older version of Comet and spooler. On ONE machine he cannot use the View option in the spooler.
I checked the file association setting and HTM is set to OPEN. (it was OpenNew)
Double clicking an HTM file starts the browser, but the spooler does not.
Any ideas??
