"scanners on the other side" means simply the generic black box that will have to parse my outbound delimited files.

If the only delimiter allowed anywhere were the comma, then everybody would:
1) be able to send out files with double quotes around the fields containing embedded commas
2) be able to process incoming fields with double quotes around the fields containing embedded commas

Unfortunately, since there is flexibility on the choice of delimiters, customers will take it and require a mix of delimiters.

I currently have inbound files using
"," comma
"~" tilde
"|" pipe
":" colon
and outbound files with the same set of delimiters.

In many cases the inbound files (to me) have different delimiters than the outbound files (from me) TO THE SAME PERSON, for similar applications. Go Figure!
