a QTILITY style COPY, as opposed to (COPYFILE)

Is there any way to perform a COPY from inside an IB program that would give me the capabilities of the QTILITY copy?

I've done things like:
* creating a .txt or .csv file
* copying .txt or .csv files to this COMET CREATEd file

I'm specifically looking for:

(K)eyed to (T)ext
(T)ext to (K)eyed

it seems to me that the (COPYFILE) is more of a DOS copy, and doesn't know about:

filename
filename.I00

issues.
