I do not think it is a hardware problem. I think it is a problem in the original file. You can't possible relate a hardware problem with an ancient singer machine to anything windows related. Comet has and never had anything to do with singer.
Maint the file. Qtility 1.
Look at the record.
Is the byte 20 or 22?
If it is 22, change it.
Look again.
Run the program to detect the excp=46
To really prove it, rename the file and copy it back to its proper name, fix the bit, and look again.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
