Actually, I have a COSW.INI in two places - in c:\Windows\ for the old system (default location), and in c:\documents and settings\all users\application data\Signature Systems\ for the new comet (default location). Both files currently have full rights for everyone. Same COSW.INI. Same issue - no change.
