If you are running a 32 bit OS like windows 7 32 bit, It WILL run 16 bit apps. You do not need to use the /32 on the command line. The old (16 bit) runtime will run just fine.

BTW. We do not intend to stop running the 16 bit stuff in the near future. We believe that windows will take care of that for us. We just will not be adding features to that runtime.
