Ok Jim solved the mystery. The message box is coming from CMON32. It uses MESSAGE$ as a way to pass a program name to be run. Looks like you have something in MESSAGE$ and it's trying to run it. It would be best to clear it before a STOP or run of QMONITOR or CMONITOR (CMON32).
