Here is the fix to this problem from Ms Chen of MSFT. I had to add a reboot after step five. \comet (c:\comet) is the shared folder from which Comet is run and contains all the sub folders.

Generally speaking, the mapping drive works when you are connecting the network. My test has confirmed that if I plug out the network cable or disable the network adapter, the system is unable to visit the mapped drive even if the shared folder is located in the local computer.

However, please use the following steps to resolve this issue:
in CMD windows, issue the following command:

Net use \\127.0.0.1\comet /persistent:yes

2. Open Control Panel->Add Hardware->Choose I have already
connected the hardware
3. Choose Add a new hardware device
4. Choose Install the hardware that I manually select from a
list->Select Network adapter->Select Microsoft loopback adapter
5. After installing loopback adapter, you are able to visit the
mapped drive even if you disconnected from the network
