For a Local->Local (no CA) CopyFile call, timing should not be an issue because the actual file copy is performed by a Windows API function (CopyFile). The Overwrite flag is passed to that function also. We're about to release our own PDF writer (I'm documenting it now). If you can wait let's see if the new Comet PDF printer will fix this.
