I'm running out of ideas here. It sounds like you've done everything correctly. As far as I know, there are only 2 things which cause this error msg. Either CoshIpc.dll does not exist in the Comet folder, or one of your Microsoft .dlls is missing or out of date. You say you are sure CoshIpc.dll is in the Comet folder pointed to by your startup shortcut? And you are sure you unzipped the Microsoft .dll into the correct system folder? It's been too long since I've seen a W98 system to know the name of the system folder. In newer systems it is C:\WINNT\SYSTEM32 (drive letter is whatever is appropriate for your system). This may be different on W98.
