what did I do to cause IB to try to compile comments?

I am migrating sources to a new library (NXT) to separate the old IMAGE files and the new files and their programs

instead of doing QTILITY/DIRMAINT/option 3 (ADD), I decided to put the 233 names in an IB source (CRTNXT.IBS) and create the entries in QDIR that way.

originally, I got 2 lines to be flagged by IB, so I commented them out.

the subsequent compilation was more interesting... in that now I've got the following being flagged with E03:
quoted names within comments (exclamation point to the left)
the CREATE verb itself

any ideas?
