If you are running on a Windows Active Directory server, you can use the AD Users and Computers to create a security group for this task and assign privileges only to the members of that group.

If it is within a shared tree, you may need to break inheritances and assign specific rights - be careful not to block the system and/or administrator from that folder.

You can check the Effective Permissions in the Advanced Security Settings of the folder's Properties.
