Password Protect a Folder

Running on a wide area network, Windows Server 2003.

All management reports are now in pdf format and stored in a reports folder on the server.

Now I need to protect that folder from unauthorized users. Somehow password protect the folder.

I've googled and seen many options in 3rd party software as well as different settings in windows security.

Just wondering if anyone else has come across this and what was used to protect the data.
