OK then I think the solution is for DocMgr to always copy that file at startup. I was only copying it if the one on the REL directory was newer than the one in $(CATOOLS). But I can see that if you're connecting up to different RELs you want the one that matches. It's a small file so this won't impact performance.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
