License problem

We have setup a new MS Server2003 and our Comet Security Server will not work with our license (license.txt) file. The message we get is "Invalid license.txt file - Checking passwords". This license.txt file we can get to work fine in our test server MS Server2000 but not when we put it in the new server. In the new server we have separate folders for the server files and the Comet executables. We do have the license.txt and CSecSrv.exe in the same folder. We are using
version 3.07 of the Comet Security Server. Solution?
