I saw that problem many-many years ago (in the days of PCL Fonts) where different resident fonts from different manufacturer were created with a different number of pixel. That was specially true when the Xerox Docutech went from 300 dpi to 600 dpi.
My guess is that Win7 font is rendered with a very small difference in the number of pixel per character. Remember that Windoze renders the fonts and ignores resident fonts.
The way I originally tested and resolved the font issue, was to print a page where I would change the font size by a fraction of a pixel and print 3 lines of each. By comparing the result from different printers or computers I could determine which font size (or fraction of) would yield a constant result.
