when does the list of valid Directories get activated and checked?

An operator was doing order entry in Brooklyn... which has access to BKN (Brooklyn NY orders) and none other

something happened... not sure what.... operator input, power surge... but the order appeared in LEB (Lebanon PA orders)

wouldn't have thought that BKN could either
find LEB directory and its files
access LEB directory and write to a file there

because LEB is not in the list of DABS controlled by the password.

figured that only OPEN time is when directories are checked but wanted to find out.
