Win98 startup

We are trying to get Comet2004-335 to work on Win98SE. So far when started on WinXP, there is some success. When we move to a Win98SE system there is a Comet Startup Warning that it cannot find the REL, UTL directories and others. This makes little sense since we are using the same network login, same .CFG as the WinXP login. Also I checked for the proper DLL's per Brian's list. Any solutions?
